SONORA, Calif., March 18, 2022 /PRNewswire-PRWeb/ — An original version Kelly Telfer table titled “Mario Andretti – a True Champion”, signed by Mario Andrettiraised $138,000 auctioned for Spina Bifida charity Jacksonville to Saturday, March 5, 2022 during the Amelia Concours d’Elegance in Florida.

RM Sotheby’s, the world’s number one classic car auction house and official auction house for the exclusive event, handled the transaction at its 23rd annual sale held at the Ritz-Carlton.

The original 48″ H x 60″ W painting was inspired by photos of Andretti taken by the photographer and motorsports legend Bill Warner. Holding the auction at Amelia was particularly significant since Warner was also the creator of the island’s Concours d’Elegance. Of equal importance was the beneficiary charity, Spina Bifida de Jacksonville, a 501(k) nonprofit chosen because of Warner’s own granddaughter’s struggles with the disease. Also, important to note, Demery Webber, Bill Warner daughter, is currently the Executive Director of Spina Bifida of Jacksonville charity.

“This project was truly a team effort. I would like to give special thanks to Don Ghareeb for the purchase of this part. His generosity and support will go a long way.”

“Also, I would like to thank William Warner for his incredible photos of Mario that I can paint on, for his effort and enthusiasm, and his far-reaching contributions to this project and to the motorsports industry,” he continued.

“I would also like to thank the Chairman and CEO of Sotheby’s Rob Myers, Brad Phillips, and the entire RM Sotheby’s team. They did a masterful job selling the painting at auction. And finally, I would be remiss if I didn’t thank the one and only Mario Andretti for his incredible racing career and for signing the original painting.”

After the coin was sold, Telfer also showed his appreciation in a social media post for Pierre Sachs of Custom Mat Co., Jacksonville, Florida.to introduce Bill Warner to Kelly years ago and contributing ideas that moved the collaboration forward, Sean Fanin, who is making a documentary on the history of the painting. As well as Jacques Telfer, who hand-delivered the painting, after Andretti signed it on his 82nd birthday, when shipping delays would have made it impossible otherwise. Additionally, the artist thanked John Ficarra and Keenan Sachs for their support and help on this project and many others.

Original Kelly Telfer artwork, signed; and unsigned prints and posters are available for purchase online at telferdesign.com

Maj Gen Jagatbir Singh, VSM (retired)

‘Dark Secrets’, Iqbal Chand Malhotra’s latest album, uniquely re-examines India’s contemporary history of the Kashmir conflict and its relationship with Britain, the Soviet Union, Pakistan and China . A deep, dark secret whose intricacies are extremely difficult to plumb, which has never been a piece of masonry until now.

Unfortunately, these facts were never revealed in the public domain as it may not have been in accordance with policy. What the dark secret reveals is the fallout from Britain’s follow-up to the Soviet nuclear quest in one of the most strategic areas – Kashmir and the NWFP and how it continues to impact the region. even today.

The British need to continue to spy on Soviet nuclear activities in Soviet Kazakhstan and Sinkiang from Gilgit made it imperative to control the Gilgit Agency, Kashmir and the NWFP at the time of partition to enable it to monitor the progress of the program Soviet nuclear. The Soviet Union, on the other hand, wanted China to seize the Western Tibet region in order to secure a supply of rare materials. The “big game” has now happened on nuclear weapons after World War II, but the fallout unfortunately persists.

For the Soviets, accessing uranium ores from Aksai Chin and transporting them by road to their uranium mining plant at Khojand in Tajikistan was the major concern. They needed the Chinese government to hide this secret and also become a third party and act as a buffer between them and the Muslim insurgents in Sinkiang, who, led by Osman Bator, were aware of the Soviet designs and strongly opposed them with the secret aid from the United States.

The web couldn’t have been more intertwined. Britain is desperate to join the nuclear club, but is denied access to American nuclear secrets, as its closest ally now needs to keep tabs on Russian activities in an inaccessible region; for Aksai Chin belonged to Jammu and Kashmir but was mostly uninhabited. Additionally, the Soviets also wanted to break India’s hold on Tibet to include its politico-military interests in that region as they had consulates in Gartok and Kasghar, as did Mao. Stalin’s suggestion to Mao to invade uninhabited Western Tibet enabled him to build the road from Aksai Chin to Khojand and thus make many birds with one stone. Pakistan was the pawn, in fact Queen Elizabeth remained the ‘Queen of Pakistan’ until 1956 and Pakistan allowed the presence of the British military including airbases from which frequent strategic missions were carried out.

Semipalatinsk, the site of the proposed Soviet nuclear tests, posed a unique challenge because it could only be monitored by Western powers in Kashmir. Control of Kashmir was a necessity, and the British felt that a British-trusted Pakistan was better equipped to exercise that control than India.

Mountbatten was the man chosen to carry out the delicate task of ‘officially’ ending Britain’s role in India while physically retaining secure control of the Gilgit Agency-based surveillance and study of the trials. Soviet nuclear weapons in Semipalatinsk. Mountbatten’s overriding orders from his government were to ensure the security and continued existence of the three British nuclear monitoring stations at Gilgit, notwithstanding the transfer of power.

The depth of the connivance can be gauged from the fact that the Indian and British C-in-Cs coordinated the invaders’ proxy war in 1947 to ensure that the British seismic and acoustic monitoring stations at Gilgit which were recording the Soviet efforts to develop a nuclear bomb remained under London’s control. General Rob Lockhart and Douglas Gracey “talked on the phone every day, especially after kabailis began to congregate in the Attock-Rawalpindi area in the second half of October 1947. This was before Poonch’s invasion. Gracey would give a fairly detailed assessment of everything at Lockhart on a day-to-day basis. If it had not been for Major Onkar Singh Kalkat, then Brigade Major in Bannu, who got wind of this plot and reported the same to his superiors in Delhi after escaping at the risk of his life , this invasion would have been carried out by British officers, familiar with the invaders and fluent in the language and perhaps they would not have been distracted by their indiscipline.

However, the irony is that while the British in Pakistan changed their plans, no heed was taken in India of this intelligence. Although they met Brigadier PN Thapar, Major General Kulwant Singh and Sardar Baldev Singh, the British-dominated intelligence staff at army headquarters took no action.

Without a doubt,” Lockhart had advance information on the strength of the invaders and their intentions. However, this information was hidden from his staff, Defense Minister Sardar Baldev Singh as well as Prime Minister Nehru,” according to Iqbal. In December 1947, when Nehru asked him if his sympathies lay in Pakistan, he offered to resign as he felt there was a clear lack of trust.

British security interests affected by intrigues, claims, counter-claims and hidden agendas impacted every decision. India was undoubtedly the jewel in the British crown, and Kashmir, with its dominant geostrategic location, is undoubtedly the jewel in the Indian crown as it sits at the head of India and influences its defense and foreign politic. However, Iqbal’s book gives us a new perspective on the treacherous role of the British and why Kashmir remains a constant point of conflict. The division of Kashmir was mainly due to British assessments of their security interests.

For the British, it was imperative that the Siamese twins of NWFP and J&K remain under their control until the Soviet bomb was built and overflights over the Soviet Union were no longer necessary.

While the book ends with Russian tests of their nuclear devices in the 1950s, what is left unsaid is Prime Minister Chou en Lai’s desire to swap Aksai Chin with Arunachal Pradesh, an area already held by India, which can be attributed to China’s demand to join the nuclear club. . Unfortunately, India ignored the Chinese occupation of its strategically dominant area of Aksai Chin, which not only provided fuel for its nuclear program but is also an important source of water.

The book also highlights some important events and talks about some interesting personalities. The meeting of Younghusband and Major Grombchevsky in the remote region of Shaksgam in October 1899, an area illegally ceded by Pakistan to China in 1963; where the Russian gregarious waved a map revealing Russian designs in this mountainous region. This meeting set off a chain reaction of events, the effects of which continue to dictate much of our attention. This encounter is also part of Peter Hopkirk’s stellar narrative on “The Great Game.”

Maharaja Pratap Singh had a ‘series of independence’ about him and hence the state was under the resident. The issue of “sovereignty” and “suzerainty” of areas such as Gilgit, Hunza and Nagar remained a gray area which the British exploited to their advantage, they not only kept the Maharaja out of sight but also neutralized any Russian incursion and prevented any future alliance between the Maharaja and the Russians. He could no longer take any decision of consequence without the consent of the British Resident.

Prime Minister Kak of Jammu and Kashmir was “the brown face of a British-controlled administration”. His instructions from his mentors helped set the stage for the state to break up. He had “his eyes fixed on the conclusion of an agreement with Pakistan”.

The British convinced Maharaja Hari Singh to appoint William Brown an officer who was fluent in Pashto and had served in the Gilgit Scouts as a commander once Gilgit’s lease was cancelled. This necessitated his resignation from his British commission. Subsequently in October 1947, he led the rebellion against Brigadier Ghansara Singh; the governor of Gilgit and declared it to be part of Pakistan. In July 1948, he obtained the MBE. An act of treason honorably rewarded! There is no doubt that he was part of the British intelligence services responsible for monitoring the Soviet nuclear program.

According to Iqbal; on Mountbatten’s orders, Major General Kulwant Singh was prevented from recovering the Gilgit agency and the Muzaffarabad-Poonch belt by Nehru. Mountbatten finally resigned in June 1948 when British complicity became evident and once 7 SIKH supported by C Squadron 7 Cavalry captured a Pakistani POW in May 1948. In fact, in July 1948 Major RE Sloan was killed at Tithwal while commanding a field company. Pakistani engineers.

The conflict can be aptly described as “a war started by the British for the British”. The British never agreed to Nehru’s request to withdraw their officers from both armies. In all likelihood, the Pakistani military would have collapsed without the British officers and the bond between Bucher who replaced Lockhart as C-in-C and his Pakistani counterpart Gracey would have been severed.

Once the 7th Cavalry tanks passed through Zoji La, the British realized they could no longer control Kashmir and feared losing Gilgit and felt the NWFP was also vulnerable. The British now used the head of the RIAF; Air Marshal Elmhirst to convince Pandit Nehru to perform Pakistani airdrop interdiction missions in Gilgit. Permission for Brigadier KL Atal to conduct a ground offensive from Kargil to Gilgit was also never granted.

Nehru was convinced to agree to a ceasefire in November 1948. Apparently in October he spent four days in Hampshire at the Mountbatten house. While Mountbatten was away in London; “Edwina had to work on Nehru to agree a ceasefire in Kashmir”.

There is no doubt that the book is remarkable writing backed by rigorous research that shines a whole new light on a part of our history that continues to stay in the spotlight even today. Filled with interesting anecdotes, the book refreshes our memory on various prominent figures of the time and sheds new light on the parallel events that created the unresolved borders in Kashmir.

What the book does is highlight some parallel but interconnected events that have remained hidden from the public eye for too long and reiterates once again how a nation in this case, Britain; is guided by its interests rather than its values.

When you’re low on cash between paychecks or have an unexpected financial emergency, a payday loan can be a tempting option to help you make ends meet or access cash quickly. However, these short-term loans, which are usually due on the day of your next payday, are extremely risky. They come with very high interest rates and other charges. The interest rate on payday loans in the United States ranges from 154% to 664% or more.

Equally troubling, payday loans are often marketed to those who can least afford them, i.e. people who earn less than $40,000 a year. Although this type of loan is marketed as a short-term loan, payday loans can create a cycle of debt that is difficult to break free from.

What is a personal loan?

A payday loan is usually a short-term loan, lasting two to four weeks, that does not require collateral to be obtained. These types of loans are generally supposed to be repaid in a single payment with your next paycheck, when you receive Social Security income, or when you receive a pension payment.

In the majority of cases, payday loans are granted for relatively small amounts, often $500 or less, with the average borrower getting a payday loan of around $375. In some cases, payday loans can be made for larger amounts.

To obtain a payday loan, borrowers are asked to write a personal check for the amount of debt plus finance charges and fees. If the loan is not repaid on time, the lender will deposit the check to recover their funds. Some lenders may request authorization to electronically deduct the funds from your bank account instead of requiring you to provide a personal check.

Payday loans generally do not involve credit checks, and your ability to repay debt while continuing to pay your daily expenses is generally not considered part of the application process.

Who usually takes out a personal loan?

Payday loans are most often sought out by those with ongoing cash flow issues, as opposed to borrowers who find themselves facing a financial emergency. A study of payday loans conducted by Pew Charitable Trusts found that the vast majority of payday loan users, 69%, first took out this type of loan to cover recurring expenses such as utility bills. utilities, rent, mortgages, student loan payments or credit cards. bills. Only 16% of borrowers use payday loans for unexpected expenses.

These types of loans are also widely used by people living in neighborhoods and communities that are underserved by traditional banks or by those who do not have a bank account with a major financial institution. There are approximately 23,000 payday lenders across the country, many of which are located in storefronts or operate online.

What are the risks of personal loans?

Due to the many risks associated with payday loans, they are often considered predatory loans.

For starters, payday loans often come with astronomical interest rates. Those who take out such loans have to pay between $10 and $30 for every $100 borrowed. A typical payday loan with a two-week repayment term and a fee of $15 per $100 equates to an APR of nearly 400%.

Many payday lenders also offer rollovers or renewals, which allow you to simply pay the cost of borrowing the money on the loan’s due date and extend the balance owing for a longer period. It can be a slippery slope that has borrowers quickly getting in over their heads with accrued fees and interest. According to the Consumer Financial Protection Bureau, borrowers default on up to one in five payday loans.

Further, since payday loans do not consider the full financial situation of the applicant, including their ability to meet other financial obligations and living expenses while repaying the payday loan, this type of loan often leaves borrowers in a vicious cycle of debt.

Are payday loans really worth it?

With their high interest rates and fees, a payday loan is rarely a good idea. The fees alone cost Americans $4 billion a year. Because the costs associated with these loans are so high, borrowers often struggle to repay them and take on more debt, so it’s a good idea to carefully consider your options before taking out a payday loan.

However, if you are in dire need or need cash quickly and you are absolutely certain that you can repay the loan with your next paycheck, a payday loan may be a good idea. These loans may also be worth considering if you have no other financial options or have poor credit and would not qualify for a traditional loan.

Alternatives to payday loans

Before taking on the significant financial risks associated with a payday loan, consider other alternatives that may be less expensive. Some of the options to consider include:

  • Personal loan: For those with good credit, a personal loan can be a safer and more cost-effective borrowing option. Plus, if you need cash fast, there are online lenders who can provide personal loan funds in as little as a day or two.
  • Borrowing money from family or friends: Payday loans should be a last resort. If you have family or friends who are willing to help you, it may be better to borrow money from loved ones than from a predatory lender.
  • Home Equity Loan: Tapping into the equity in your home will give you a much more competitive interest rate than a payday loan. Home equity loans are a popular way to access cash to consolidate debt or pay for other large or unexpected expenses. However, to access the equity in your home, you will need to meet certain requirements, including having a good credit rating, a stable income, and a debt-to-equity ratio of 43% or less.

Chelsea Beach, a resident of Colorado Springs, Colorado, has started classes to help residents use Buddhist art for healing, appreciation, and religious practice. Beach studied traditional painting techniques known as paubha with master artist Lok Chitraker in Nepal before returning to the United States to teach. Today, Beach runs the Himalayan Art School, which holds classes, lectures and offers an online art gallery with paintings created by her students.

The religious painting technique taught by Beach originated from the Newar people of Nepal. Paubha the paintings draw from a library of symbols and colors, allowing an informed viewer to read their messages the same way we read text. While traditionally the creation and appreciation of such images held rich religious significance, today many people create and display the paintings for their aesthetic value.

In the traditional context, paubha the paintings can guide a practitioner through meditation, as their various symbols connect to Buddhist ideals and states of mind. The paintings feature bodhisattvas, each with a particular role in Buddhist teaching.

“There are certain times in painting where it’s just dots, and you build and build,” Beach said. “You have plenty of time to become familiar with your patterns and habits. It gives moments where you can start looking at yourself in your patterns, rather than being stuck and blind in the forest. (The Gazette)

The paintings are also treated as sacred or even as holy beings themselves. Practitioners can place offerings in the form of food, flowers, and water in front of a painting. As a painting is completed, mantras will be chanted and incense offered to fully bring the bodhisattva into the painting. A final touch is always to paint the eyes, which brings the painting and the bodhisattva to life.

“Let’s say someone has a lot of post-traumatic stress disorder,” Beach said. “The monk would tell that person to practice the visualization of Green Tara because she is the mother of all Buddhas. You are unlocking this universal, motherly realm so that your neural pathway of compassion is open. It is about channeling the energy of any divine being. (The Gazette)

Rick Meinig, a surgeon in Colorado Springs and a student of Beach since 2018, first painted a medicine Buddha with her and is now working on a painting of Vajrapani. “It’s good in the sense that you know the subject matter and the style, and then you bring your own interests, tastes and abilities to it,” Meinig said. “It’s a relaxing form of meditation. It’s very much like Bob Ross, that kind of feeling. I’m not an artist, but it’s always new and experimental. (The Gazette)

Beach grew up in Colorado and traveled to India and Nepal when she was 19. She returned to the United States to complete her studies at the University of Colorado-Boulder, then returned to Nepal in search of a master artist to study with. It was there that she met Lok Chitraker and became his apprentice. He taught her and later invited her to teach in Nepal before encouraging her to return to the United States to teach Americans.

“He’s taught many times in the US and talked about how much people really need this kind of meditation and healing experience,” Beach explained. “He believes that divine images want to spread.” (The Gazette)

She opened the Himalayan School of Art in 2018 and now has more than a dozen students between there and the Manitou Art Center in Manitou Springs, just west of Colorado Springs. In addition to her work as a painter, Beach is studying for a master’s degree in social work so she can offer art therapy to those who would benefit from it.

Hilleary Wray’s painting “Innocence” is currently on display at the United States Capitol, winner of the annual Congressional Art Competition for District 10 in North Carolina.

The high school student in the visual arts program submitted the painting – which depicts the porch of her grandparents’ family home in Maiden, North Carolina – last spring in a bid to build her portfolio and expand its reach as an artist. And she was thrilled to learn that a piece that meant so much to her and her family had been chosen by Rep. Patrick McHenry’s office to represent the National Capital District.

The painting will be on display at the Capitol until August 2022 (it was installed in August 2021), reflecting Wray’s time at UNCSA and her transition from high school to college, where she intends to study l ‘architecture. And she will have used this transition time to the fullest, discovering new mediums and exploring her work as an artist before taking the next big step.

Wray’s painting from the porch of his grandparents’ home in Maiden, North Carolina is on display at the United States Capitol until August 2022

Congress Art Competition

As a high school senior in the spring of 2021, Wray attended Discovery High, a full honors high school in Newton-Conover, North Carolina. she says. She was taking art classes at the public high school across the street, working on putting together her portfolio to apply for UNCSA.

“I knew I wanted to go to UNCSA, and I wanted to start looking for scholarships, art competitions, galleries — ways to get my art out there,” she says. Her art teacher told her about the Congressional Art Competition, and she prepared the piece and its submission within two weeks in May.

The annual competition, sponsored by the Congressional Institute, is held each spring to recognize and encourage artistic talent across the country and in each congressional district. Students submit their entries to their representative’s office, and the winning works are displayed for a year at the United States Capitol.

Wray learned in August, just as she was starting classes at UNCSA, that her play had been selected and would go to Washington, D.C. In a video call with McHenry, he congratulated her and said the painting reminded him of his own grandparents’ house.

A piece of home

Wray’s piece, titled “Innocence”, is a painting of the porch of the house where his grandparents (and his own family) lived for most of his childhood. It has deep meaning for all of his family, especially in recent years.

“My grandparents owned a house in Maiden that I grew up in. I was in that house from kindergarten through fifth grade. Even when we moved out we would go back there all the time. We would go on vacation and played with my cousins.”

She started painting in 2019 and around this time her grandfather had a stroke and was diagnosed with diabetes. The large house and the land that accompanies it have become too heavy for his grandparents to maintain.

…it seemed like the perfect opportunity to paint something for them because the house meant so much to my family.

Hillary Wray

“They decided to sell the house,” she says. “I had just started a piece of work, but it seemed like the perfect opportunity to paint something for them, because the house meant so much to my family.”

She gave the painting to her grandmother during the family’s last walk through the house. “I remember walking in and being really upset that we were leaving, but also feeling dizzy because I had a big surprise for her,” she says. “When they moved into their new house, she found an empty wall in the dining room and put it right in the middle of the wall. As soon as you walked in, that was the first thing you saw in the room. new house.”

From academics to art

Submitting his painting to the Congressional Art Competition was part of a larger plan by Wray to explore his art in greater depth before beginning his architectural studies in college. At Discovery High, she had taken numerous AP classes and had double-enrolled in college classes at the local community college. For her senior year, she wanted to balance this academic motivation with more focused art classes.

“I’ve always been motivated by studies, but I’ve always done art as well,” she says. “When I was little, I took dance lessons, I did theater for five or six years and I started painting in sixth grade. After about two years of painting, I started giving classes at Brush Strokes Studio,” she says. “I spent a lot of time there and started to orient myself more towards art.”

She decided to complete some of her AP classes at Discovery, with the goal of applying to UNCSA for her senior year.

“I’ve been determined to study architecture for the past three or four years, and I saw applying to UNCSA as an opportunity to get my portfolio under my belt and further develop my craft.”

Explore other art forms

Before coming to UNCSA, Wray says she was always encouraged to pursue the type of art that most interested her. “And of course it was the painting,” she says. “I was really into this medium.”

“When I got here, I didn’t know until I got here that I was going to take sculpting lessons,” she laughs. “Given that I’ve only worked in two-dimensional art all my life, I was a bit taken aback. Sculpting was probably one of the hardest classes.”

But she sees the value in taking up the challenge. In fact, one of her favorite projects this year was a sculpting project during arts intensive.

For visual arts students, the two-week period was divided into a sculpting week and a design week, with the subject matter of the project centering on a time when artists were not themselves. Working with partners, the students spent the first week creating a wearable sculpture. During the second week, they had to create an environment for this sculpture.

Along with her partner, Haven Lee, the two decided to base their pieces on how their personalities evolved around different people and were influenced by those people.

“For our wearable sculpture, we created these hands that completely devoured us,” Wray explains. Working with everything from gloves and plastic bags to heat guns and papier-mâché, the two created their pieces.

She was proud, she says, of the final pieces, the result of their creative spirit and imagination. And, her experience working with sculpture will come in handy at architecture school next year.

Wray hasn’t decided on a college yet, but knows she wants her work to focus on residential design and sustainability. “I always wanted to be able to use my talent to make an impact,” she says. “I really want to channel the work into safer and better homes for the environment.”

And she says UNCSA has been a great stepping stone to where she wants to go. “I really like having access to the studios and being able to mingle with the different artistic disciplines,” she says. “I also like the freedom it gives me. I’m very organized and coming here, because I have that ability, I feel like I can go a lot further.”

On Friday, the Consumer Financial Protection Bureau vowed to crack down on student loan servicers who flout rules on loan forgiveness for public servants.

The government agency said it “plans to prioritize” monitoring student loans over the coming year, with a “particular focus” on monitoring how services engage with federal borrowers over the cancellation of civil service loans, according to a compliance bulletin.

This forgiveness program, created in 2007, allows nonprofit and government employees to have their remaining federal student loans forgiven after 120 payments (or 10 years).

The program has been plagued with problems and few borrowers have obtained the relief promised, often for confusing or technical reasons.

The CFPB, created in the wake of the 2008 financial crisis, found that some loan servicers – who handle student loan accounts – misled borrowers about their ability to become eligible for public service loan forgiveness, according to the note released Friday.

The Biden Administration loose program rules in October, offering a waiver that essentially gave borrowers who had been barred from forgiveness a second chance. The US Department of Education estimates the move could impact 550,000 borrowers.

But there are certain steps many must complete by October 31 to be eligible, and the CFPB is concerned that the services are not giving borrowers accurate and complete information.

(For example, to receive benefits, some borrowers will need to apply to consolidate their federal loans into a particular type of loan, called a direct loan, and submit a remission form by Oct. 31.)

“Illegal conduct by a student loan officer can be ruinous for borrowers who miss the opportunity to cancel their debt,” CFPB Director Rohit Chopra said in Friday’s announcement. “We will work closely with the U.S. Department of Education to ensure that public service loan cancellation pledges are honored.”

Chopra, appointed by President Joe Biden, oversaw student loans in the office during the Obama administration.

The Dodd-Frank Act, signed in July 2010, created the CFPB to protect consumers from unfair, abusive, and deceptive financial practices — a response to risky lending that plunged the United States into a deep recession.

The bureau controls banking, mortgages, student loans, debt collection, credit cards, credit reports, and payday loans, among other areas. This broad consumer oversight had not previously been the primary focus of a federal agency.

The watchdog will focus its review of federal loan servicers on a few areas, according to its compliance bulletin: whether companies provide complete and accurate information about the forgiveness waiver, whether they have adequate mechanisms in place to identify when borrowers are interested in the program or to refer eligible borrowers to the appropriate resources, and whether companies are promoting the benefits of the rebate to those borrowers.

The compliance crackdown comes as the White House weighs what steps it might be able to take to write off federal student loan debt. The Department of Education said Thursday it had forgiven a total of $415 million in debt for nearly 16,000 borrowers who attended for-profit schools.
